Unforeseen demands and change of priorities for 2005

The 26 December 2004 Indian Ocean tsunami disaster resulted in substantial new demands on the ISDR secretariat and PPEW. While these were not in the original programme, they were fully in line with the goals of the early warning platform. The most significant factor was the multi-agency multi-donor Flash Appeal project proposal that quickly produced by PPEW to support tsunami early warning systems in the Indian Ocean.

The tsunami also led to the offer by Germany to host the Third International Conference on Early Warning, whose organisation PPEW is contributing to, and to the request by the UN Secretary General for a global review of early warning systems, which is being coordinated by PPEW on behalf of the ISDR secretariat.

Task 1 – Promote early warning as a risk reduction strategy in key international policy processes, particularly in those associated with the World Conference on Disaster Reduction (WCDR)

  • Coordinate the organization of the thematic cluster on risk and early warning at the World Conference on Disaster Reduction and to organise a session in this cluster on the lessons of EWC-II.
  • Support the WCDR inter-governmental preparatory and follow-up processes.
  • Prepare and disseminate a report on the implications of the WCDR for the development of early warning systems and the international early warning programme.
  • Coordinate early warning input and dialogue as appropriate to the Inter-Agency Task Force on Disaster Reduction and to other ISDR advocacy, information and policy-related activities, including annual reports by the UN Secretary General.
  • Continue to build a dialogue with the UNCCD and UNFCCC Secretariats and seek collaboration opportunities.
  • Prepare guidance materials on the use of early warning as an adaptation tool.
  • Provide input to other relevant international forums and programmes as resources permit.


Task 2 – Undertake targeted activities and studies to stimulate dialogue, innovation and systematic development of early warning

  • Revise the design of the Inventory of Early Warning Systems to incorporate the integrated view of early warning systems recommended by EWC-II, and to form the basis for the systematic international documentation of early warning systems.
  • Prepare a guidance paper on the roles of national and regional platforms related to disaster risk reduction and early warning system development, with practical advice and recommendations. Use this paper as a basis to develop national level interest and collaboration on the inventory and the international early warning programme.
  • Promote UN System-wide dialogue, synergies and coordination among the major UN organizations concerned with early warning systems, such as WMO, FAO, OCHA, WFP, UNESCO, and UNEP, and seek engagement in the international early warning programme, including through the convening of a consultative meeting.
  • Promote specific projects on early warning as part of the international early warning programme, including potentially the following. PPEW can contribute in shaping and coordinating projects but the substantive work will require significant external inputs of expertise and resources.


Task 3 – Develop the international early warning programme and the platform’s capacities to support it.

  • Design an international early warning programme framework and undertake launch event at WCDR.
  • Prepare and disseminate promotional material and obtain explicit engagement and commitments to the programme.
  • Implement an associated advisory mechanism, including the convening and reporting on an annual meeting.
  • Maintain and improve the information resources available from the platform, through (i) improved volume and quality of web site content; (ii) preparation and dissemination of the PPEW quarterly newsletter; and (iii) the establishment of a PPEW publication series covering both hazard focussed and cross-cutting topics, to be prepared as joint efforts with other institutions.
  • Enhance the capacity of the platform by pursuing additional resources, in particular for the engagement of additional personnel such as UN Junior Professional Officers or visiting professional officers, and through material support for collaborative projects.

    Early Warning Strengthening Project (Evaluation and Strengthening of Early Warning Systems in Countries Affected by the 26 December 2004 Tsunami)

    • Developing the project proposal and coordinating the project on behalf of the ISDR
    • Establishing the project administration and underpinnings, particularly partner work programmes and memoranda of understanding
    • Supporting UNESCO-IOC to develop governance mechanisms and technical inputs for a regional tsunami warning system
    • Providing project coordination and integration

    Third International Conference on Early Warning (EWC III)

    • Developing a concept paper for the conference, in consultation with other stakeholders in Germany and the UN and participated in several preparatory meetings.
    • Establishing and managing the process to develop a project portfolio
    • Managing the review process of the project proposals for the EWC III

    Global survey of early warning systems

    • Organising an experts’ workshop for th global survey of early warning systems report
    • Developing the pre-print version of the global survey of early warning systems report
