Program 2004
Task
1 – Establish
the platform’s operational capacities and build the basis for
international recognition.
The objective of this first task is to provide the basis of operational
capacity and international recognition necessary to implement the platform’s
activities and sustain the dialogue on early warning. Outputs will include:
a staffed, operating office; preparation and distribution of information
and awareness materials; an informative web site; a newsletter; advisory
and reporting mechanisms; and a work programme for 2005.
Task 2 – Promote risk reduction and early warning and
their integration into key international policy processes, particularly
those associated
with the World Conference on Disaster Reduction (WCDR)
The objective here is to secure recognition and support of early warning
and disaster risk reduction in key international policy frameworks,
particularly those associated with the WCDR. Outputs will include the
provision of
inputs to WCDR documents and preparatory processes, an early warning
event coordinated at the WCDR (subject to partner endorsement and inputs),
inputs to IATF/DR and to targeted key international forums and programmes,
and reports on opportunities for collaboration with the UNCCD Secretariat
and the UNFCCC Secretariat.
Task
3 – Stimulate dialogue and innovation on early warning
through networking, information generation and partnerships, and mobilize
resources
for an expanded portfolio of programmes
The objective of Task 3 is mainly to expand and support the network
of individuals, organizations and programmes working to improve early
warning.
Outputs include a database on early warning experts and organization;
guidance information on best practices; a plan for incorporating
the inventory of early warning systems into the PPEW (currently operated
by DKKV), building relationships with key agencies
and individuals concerned with early warning including Bonn-based
UN
and other organizations; discussion papers on early warning and regional
and national platforms and on drought and early warning.
