Based on practical capacity development experiences in the Philippines and Mexico and on a regional level in LAC and Asia, this session will present a variety of theses that are aimed at offering a better understanding of the coherence issue. The theses will cover: resilience as a guiding principle; DRM as a globally accepted requirement; partial alignment of agendas; benefits of coherence; costs of incoherence; the need for a conscious promotion of coherence; a definition of agenda coherence; suitable entry points for greater coherence; the usefulness of sectoral silos; and the impossibility to achieve perfect coherence.
