This presentation addresses the GP19 theme of inclusive societies, and explores how the needs of a particular subset of vulnerable persons – people that are unfamiliar to an area and its emergency protocols; that do not speak the local language; and do not belong to support networks and organizations, might be met. The lessons learned in ensuring the safety of stranded commuters and tourists are applicable worldwide, in countries and areas that rely on tourism as well as increasingly urbanizing areas.
