The importance of leadership in 'Making Cities Resilient Campaign': case study of Amadora

This presentation introduces the approach of integrating vertical structures into horizontal systems for cross-agency collaboration in DRR contexts. Explained using the example of one small municipality’s local-level leadership, it will be apparent how a balance of power between national and local governments best serves the interests of communities.
