Unfortunately, uptake of CAP is not happening as quickly in developing countries. Because CAP can be implemented with freeware and minimal internet connectivity, outreach and education about CAP are key to helping developing countries enjoy the benefits of a CAP-enabled emergency warning. This presentation will emphasize that any alerting authority can implement CAP. This can be done at little expense, using various online facilities and other freeware.
