Abstract Statistics
show that more than 65 per cent of the economic losses due to natural
disasters and nearly 90 per cent of people killed were due to disasters
related to weather, climate and water. Recent scientific studies
also indicate that the number of extreme events and their intensity
might also increase due to global climate change. WMO through its
major programmes and the National Meteorological and Hydrological
Services (NMHSs) put specific emphasis on natural disaster prevention
and mitigation. A new major WMO cross-cutting programme on Natural
Disaster Prevention and Mitigation has recently been established
to respond more effectively to the natural disaster reduction challenge
and ensure further integration and synergetic approach across programmes
and interested organizations. Japan Meteorological Agency will present
examples of national and international contribution of the NMHSs
in this field. Reliable information on weather and climate allows
for improved decision-making, which has the potential to mitigate
the impacts of disasters. Early warning protects life and property,
provided that it can reach the target communities in timely and suitable
manner, combined with awareness programmes and risk evaluation, disaster
prevention and other preparedness measures. THORPEX is a relevant
example of research activities being developed to accelerate improvements
in the skill of 1 to 14 days forecast of high impact weather. The
universal and equitable access to warnings and information results
in reducing loss of life and property
caused by disasters to a minimum. The information society, fostering ICT
development, E-environment and
E-science strengthens NMHSs in producing and delivering information, warnings
and comprehensive and effective
services to their population in support to safety of lives and property
and the general welfare and convenience of the people.

Disaster risk management
is an area undertaken by many players.� Lack of collaboration remains
a great challenge.� Multi-sectoral partnership can enhance effective
disaster risk management and as such, a regional network as a platform

Ensuring human
secutrity is one of the priority areas for a sustainable urban development.� Rapid
change of urban landscape and ever-increasing expansion bring about
unexpected risks to urban communities. Mega cities are expanding
not only in the 2dimensional surface, but also vertically both upward
and downward. Most of the time such expansion is carried out without
adequate knowledge on the associated risks. Especially the underground
expansions are vulnerable to flooding, or fires, explosions, etc.
Often the risks associated with these developments are unknown, as
they have not been used sufficiently long to be exposed to extreme
events. One way of overcoming the difficulty of lack of past experience
is to model the risks by simulating the physical phenomena and their
impact on people and property located in a given location at a given
time. This session will therefore focus on assessing and reducing
human vulnerability to disasters by looking at the dynamic behavioral
patterns of the urban communities to understand the vulnerabilities
brought about by urban life style,
especially those related to increased utilization of underground spaces
and large concentrations in potentially
vulnerable areas. It will highlight methodologies to utilize high resolution
dynamic spatial information related to
urban infrastructure, human behavior and incorporating them in multi-hazard
risk assessment to facilitate
implementation of appropriate mitigation measures.

Participants of
the event will be German organisations (BGR, GTZ, InWEnt) and their
partner organisations from Thailand (Department for Mineral Resources),

side event will discuss different aspects of "Capacity Building
and utilization of technology for Disaster Risk Reduction".
The Partners will provide short presentations on� the different types
of approaches used on community, sub-national, national and regional
levels. "Capacity Building" stands for human resources
and organizational development. Processes of organizational and institutional
change towards a greater effectiveness in the field of Disaster Management
and Prevention are supported through dialogue, training and advising
profesional and management staff at individual, organizational and
society level. The inputs will be followed by a panel discussion
on possible share of technology and the use and implementation of
management and technological know how by national and regional disaster
prevention initiatives/networks in developing countries.
The discussion will be guided by a moderator and will be open to questions
from the public.� The question of a possible transfer of technology as
well as the issue of human resource development will become key points
of the discussion. Questions to be answered are:"What are the existing
frameworks at the different levels?"What is the understanding of adapted
technology at local, sub-national, national and regional level ?" How

In the October
1989 Loma Prieta earthquake and the October 1991 Oakland Hills Firestorm
all levels and disciplines of emergency services responded immediately,
bravely and with honor.� Yet many frail, frightened seniors were
unable to access services; children were left with unprepared caregivers;
non-English speakers felt fearful and isolated; and others with special
needs such as medical dependency fell through every crack in our
emergency response system. With round-the-clock media coverage and
billions of dollars of far-reaching financial damage, these disasters
challenged us. We had to question virtually every aspect of what
it takes for all people in a community to survive and successfully
move forward in emergencies and large-scale disasters.Over the course
of many years, by working with hundreds of community based organizations
to incorporate the diverse needs of their vulnerable clients, an
alternative approach to disaster preparedness and emergency mobilization
was developed. By adopting a simple, standardized, skills-based leadership
training program, targeted at community agencies and non-traditional
responders, CARD (Collaborating Agencies Responding to Disasters)
is helping to build the resilience and response capacity of many
local jurisdictions. By working with government and private funders
to make disaster preparedness a beneficial and sometimes required
deliverable, many unexpected results have been created. This presentation
will also address the necessary shift away from fear-based messages,
and the social and economic benefits of creating an inclusive response
model where diverse community assets can be effectively mobilized

will explore the role that the Earth Observation and geological research
has, and the initiatives which are taking place, in preparing institutions,

This workshop will
give overview information package and share usage experiences of
new digital communication technologies for emergency management and
first responders.� It summarizes evolution trends of communications
technology and describes usage areas of public cellular and professional
mobile radio networks. Workshop analyses and explains with practical

of risk reduction policy.� This session will explore an experiment
in disaster information management in New Mexico and Arizona with
the Pueblo and Navajo Indian nations that could be a model for assisting

to protect culturally sensitive information.The session will conclude

'The ProVention
Consortium Applied Research Grants Program, first launched at The
World Bank in 2002, provides small grants for innovative research
projects in order to promote the development of young professionals
from developing countries dedicated to reducing disaster risk. The
Disaster Management Centre of the University of Wisconsin is currently
coordinating the program for ProVention in collaboration with the
Hazard Management Unit at The World Bank and the Asian Disaster Preparedness
Centerin Thailand. Research projects focus on the links between disasters,
poverty and the environment and fall into three general categories:
hazard and risk identification, risk reduction and risk sharing/transfer.
Some 65 grants were awarded in 2003 to researchers from 27 developing
countries. More information on the Grants Program is available from
the ProVention Consortium Web site at http://www.proventionconsortium.org/projects/appliedres.htm
Given the success of the grants program and wide interest to develop
the initiative further ProVention plans to launch a new round of
grants in 2005 and sees the WCDR as an ideal forum for organizing
a workshop on this topic. Don Schramm, Director of the Disaster Management
Centre of the University of Wisconsin, will coordinate this event,
involving an official launch of the new grants program as well as
presentations by two past grantees on the use and outcome of their
applied research.

Abstract

The General Insurance Association of Japan and the Radio Committee
of the National Association of Commercial Broadcasters in Japan will
jointly hold a radio forum as a part of the annual earthquake insurance
promotion campaign. The aim of this forum is to improve the public
with an improved understanding of earthquake insurance and its dissemination.
The earthquake insurance is operated by the government and private
insurance companies based on the Earthquake Insurance Law.
With the participation of 101 presenters from the 101 radio stations
represented in the forum, two keynote speeches will be delivered under
the themes of "Expectation
for the Earthquake Insurance and Radio Broadcasting" and "The Role
of Radio in the time of an Earthquake". Panelists, who experienced earthquakes
and other natural disasters, will discuss the role of radio broadcasting in the

In January 2005, ten years will have passed since the Great Hanshin-Awaji
Earthquake.The Sewerage System Symposium on Countermeasures against
Earthquake is one of the activities which aims to communicate information
about earthquakes from the stricken area of Kobe to other countries

Goals of the first
International Conference on Urban Disaster Reduction are 1) to review
lessons learned
from long term recovery processes
from such recent catastrophic disasters as the 1995 Hanshin Awaji Earthquake,
the 1999 Chi-Chi earthquake, the 1999 Izmit earthquake and the 9.11
terrorist attack in New York and Washington in 2001, and 2) to share
and exchange strategies that help disaster reduction practitioners
and researchers in the global community to make initiatives in building
a society where a sustainable hazard mitigation is incorporated as
a fundamental element in the society.� These two issues will be addressed
in plenary sessions that are scheduled in the mornings of the 18th
and 19th.� Small group sessions follow in the afternoons.� Subsession
topics include 1. Planning for Disaster Reduction, 2. Multi-Hazard
Risk Assessment, 3. Tsunami Disaster Reduction, 4. Urban Disaster Reduction,
5. New Directions in GIS and Remote Sensing Technologies, 6.Disaster
Management: Lessons learned and new, 7 Business Continuity Planning
and Recovery, 8 Comparing Recovery Processes from Recent Earthquakes,
and 9. Toward a Comprehensive Theory of Disaster Recovery.

Various disasters,
both natural and man-made, such as floods, earthquakes, wars,
and terrorist attacks, occur all over the world. The ever-present threat
of disasters caused by nuclear, chemical, and biological weapons is
now a fact of daily life.�� Medical care is identified and provided
systematically at the period of emergency just after disaster occurrence.
In mid and long-term phase, people of other areas begin to show less
interest in the disaster, most of the support organizations from outside
withdraw, and victims in the disaster area feel as if they were abandoned.
On the other hand, it is necessary to identify knowledge about health
conditions among people and/or care during mid and long-term after
disaster.� This symposium will discuss about preparedness, health conditions
among victims and/or health providers including volunteers, and care
strategies during mid and long-term after disaster.

Since the Hanshin
Awaji Great Earthquake hit Kobe in 1995, we have witnessed many volunteers
spearheading activities to support those
most affected, when disaster strikes.� A culture of volunteering for
disaster relief has been built up for these 10 years.� Now our challenge
over next 10 years is how to prepare ourselves and to reduce the risk
of disasters by enhancing voluntary action.� For that end, it is important
to compile, share and disseminate wisdom /best practice in volunteering
and disaster reduction, and create a culture of disaster reduction.
The conference aims to facilitate exchanges among international volunteer
groups as well as other actors from private sector and civil society
to increase knowledge of good practice in disaster reduction and establish
a network to enable these organizations to collaborate further.

Abstract

Tsunamis, frequently generated by underwater earthquakes, volcanic
eruptions and landslides at the zone of subduction in the ocean plates,
have caused serious damages in Japan. Although defense structure constructions
started since 1960 in Japan and are effective to reduce the damage,
we should shift to the integrated countermeasure including disaster
information and evacuation system which has been more important in
educing human loss. Especially, increasing disaster management consciousness
and disseminating disaster management knowledge is going to take more
important rule.We hope this symposium can contribute to let the people
be aware of the importance of disaster prevention through sharing experiences
of damage and efforts of countermeasure in the past, and of cooperation
among self, mutual and public helps to make clear each rule in the
prevention work.
Japanese knowledge and technologies introduced and discussed at the symposium
should be shared with the countries in the Pacific ocean, because we have the
common problems in the prevention work for mitigating disasters caused by tsunamis.

Japan International Cooperation Agency (JICA) has been conducting
many Official Development Assistance (ODA) projects to reduce disaster
risk in disaster prone developing countries. In this symposium, representatives
from counterpart organizations of these currently implemented or already
completed projects will be invited, They will present outlines and
reports on progress of their respective disaster prevention projects
or the outcome and issues as to those completed.
Based on these presentations, they will exchange their opinions with Japanese
experts and audiences, focusing on the keywords �Sustainable Development� and
�Human Security�, on the lessons learned from preceding projects, issues to be
solved and road map for the better in the filed of disaster prevention.
This symposium starts with a keynote speech by President Sadako Ogata of JICA,
and consists of two sessions: �Seismic Disaster Prevention� and �Comprehensive

passed since the Hyogoken-Nambu Earthquake (the Great Hanshin-Awaji
Earthquake

Kids "waiwai" summit of earthquake, tsunami and "The
fire of Inamura" is a conference which is convened to share what
we learned from the Great Hanshin earthquake of 1995. The summit provides
an opportunity not only for adults but also for children to learn about
the threat of natural disaster and ways to prepare against it.� Among
several programs of the summit, a puppet play performance "The
fire of Inamura" may be the favorite of kids participants.�� "The
fire of Inamura" is based on a story written by Lafcadio Hearn, "A
Living God". It is a story about a man who saved the village from
tsunami(tidal wave) by warning people with signal fire. The title "The
fire of Inamura" is named after the signal fire made by stook,
which the man burned.� Major discussion points in the summit include "threat
of earthquake and tsunami", "preciousness of lives" , "importance
of cooperation" and "importance of passing the story down
from generation to generation".

Measures for earthquake-induced landslides on forested hillslopes:
New measures for landslide disasters in forested hillslopes due to
the forecasted earthquakes along the Suruga Trough and the Japan Trench

UNCRD is promoting
concept of Community Based Disaster Management (CBDM) and Safer Construction.
UNCRD will organise a Symposium on "Building
Safer Communities against Disasters" and conduct "Improvised
Shake Table Demonstration". The symposium aims to consolidate
further the concept and disseminate it through the conference forum.
The symposium's focus will be on building safer communities emphasising
partnership building in community based disaster management to deal
with social aspect of mitigation and reducing the risk posed by unsafe
housing through effective implementation of technology. The symposium
will be comprised two sessions: 1) "CBDM: Building on Partnership
in Disaster Management", which aims at raising awareness of CBDM,
identifying major issues of CBDM and partnership building and its major
challenges at all levels and, establishing recommendations for future
activities on CBDM through partnership; 2) "Reducing the Risk
posed by Unsafe Housing", which aims at analysing the cause and
effect of unsafe housing, exchanging the global experience on safer
construction practice and formulating the strategy and course of action
for desired level of safety.

Ten years have
past since the Great Hanshin-Awaji Earthquake.� Have
the victims really regained their former lives? With this question
as the central issue, we intend to make it clear what has been achieved
in the last decade and what challenges we should tackle in the future
in Japan, an archipelago of natural disasters. Various issues will
be brought to light and compared with cases abroad.� These issues will
include the actual condition of the disaster-affected people in the
last ten years, the shifts in policy and the system in Japan for the
aid of disaster-victims, and movements and activities in different
areas in order to restore the lives of individual victims.� Some true
stories and events will also be introduced. Disaster-affected people
and reserchers who have been involved in diverse fields such as wekfare,
social organizations, etc. - some have been engaged in the reconstruction
process in the Hanshin-Awaji area over the past decade, and some have
experienced other natural disasters in Japan - will view the problems
from different angles and bring up any future prospects. People who
have an interest in these topics are welcome to join our discussion.

The damage distribution and its characteristic found in the survey
on mountain slope failures after the earquake, and the grasp of suspecetible
places in mountain slopes by means of aerial magnetic exploration are
presented. Also, the verifcaton results conducted in the Phonenix project
for land conservaton are added.Since we learned from the slope failres
during the earthquake, seismic resistance methods for land conservaton
in the Rokko area were verified.A new method, Ropenet-Rock bolt method,
was developed using a new technology as well. The results are presented
in this paper.

The Great Hanshin-Awaji Earthquake drastically damaged a great number
of lives and properties as well as infrastructure such as rivers, roads
and harbors, which led to a serious stagnation of the socioeonomic
activities. As part of the UN Conference on Disaster Reduction, Kinki
Regional Development Bureau of the Ministry of Land, Infrastructure
and Transportation, which experienced the Great Hanshin-Awaji Earthquake,
will hold a symposium for those involved in infrastructure in national
and local public agencies nationwide and those in the field of construction,
with the view to passing on the experiences and lessons of emergency
response and recovery in hope of enhancing disaster reduction functions
and raising awareness of crisis management.

There are about
210,000 irrigation ponds nationwide, which are used not only for
the purpose
of irrigation, but also for providing places
for relaxation and recreation with the local community. It is important
to preserve such irrigation ponds considered as the local property.� However,
heavy rainfalls have frequently occured everywhere in recent years.� For
example, the Typhoon #23 and Niigata Tyuetsu Earthquake gave us a great
amount of damages this year.� Thus, irrigation ponds are more likely
to be exposed to such a huge disaster.� Furthermore, it has been 10
years since the Great Hanshin-Awaji Earthquake happened.� We will hold
the symposium based on the theme of "Disaster Prevention of Irrigation
Ponds", in order to propel actions for preventing disasters related
to irrigation ponds, through the lessons learned from such a huge disaster.

Tsunamis have often caused serious damage over wide areas along coasts.
Disaster prevention from destructive tsunamis has, however, not been
necessarily attained, because of attack of a larger tsunami than estimated
one in advance , lack of disaster awareness on infrequent phenomena
and so on. To prevent and mitigate tsunami disasters, we have to take
integrated structural and non-structural measures, considering characteristics
of a local coastal area. Against huge tsunamis especially, evacuation
is the most essential and important measure, and the structural measures
such as seawalls and breakwaters can support it. Construction of the
integrated measures against the large tsunamis needs quantitative grasp
of protection ability of the structural measures, estimation of damage
behind the structures as well as the tsunami information like tsunami
height. In this symposium, the state-of-arts of tsunami numerical models
and hydraulic experiments to estimate the tsunamis themselves and their
damage, and tsunami disaster mitigation measures such as tsunami communication
network are presented by researchers and engineers in the world, and
the tsunami disaster mitigation technologies in future are discussed.

The role of cultural heritage is immeasurably important in human lives
and societies. However, invaluable treasures have been damaged or lost
due to natural disasters such as earthquakes and associated fires,
floods, ground deformations, etc. Unhappily, there are very few studies
and countermeasures focused on disaster prevention for historical cities,
although scientists and engineers have systematically developed tools
to preserve lives, cities, buildings and individual facilities from
often inevitable natural, hazardous phenomena. It is the responsibility
of those who live in the 21st century to protect culturally important
cities from natural disasters and to preserve these cultural assets
for future generations as the tangible manifestations of human knowledge.
To support this endeavor, a symposium is planed to joint researchers
and associations inside and outside of Japan. Not only the researchers
of natural science and engineering, but also cultural science and social
science attend the Joint Network of Researchers in Cultural Heritage
Disaster Mitigation. Topics are related to the natural disaster mitigation
in historical city, the history of the natural disasters which suffered
cultural heritages
and restoration of the cultural heritages after the natural disasters.

�Why do we rush to the disaster-stricken area?� Because the sufferers
are in need of help?� Is that really so?� If their lives are in danger,� what
matters is the rescue and transportation system.� If they need financial
assistance , what matters is fund raising campaign and adequate financial
support from the government.� Certainly, diaster relief volunteers
can help the sufferers. But the best they can do , we feel, is to communicate
a message to the sufferers that, despite the disaster and suffering,
this society is not all that bad and is still worth living in. In this
symposium, we would like to focus on the experienses of Kobe's� Nagata
ward which counted the largest death toll in the Great Hanshin-Awaji
Earthquake ten years ago, and to discuss why so many inhabitants perished
in the flames, why so many survivors cannot come back to the town,
and whether the message from the volunteers reached the people in the
disaster-stricken area.� Most of the ploblems of disaster relief in
the world today are condensed in the Nagata's experiences since the
Great Hanshin-Awaji Earthquake.�

Every year, there are many victims of natural disasters globally.
Space technology, including data from earth-observation satellites,
has been used for monitoring and identification of disaster information.
Space satellite systems are not influenced directly by a disaster,
and thus can be stable and highly reliable for disaster management,
information gathering and communication.
Space technologies, such as earth-observation satellites, meteorological satellites,
communication satellites and global navigation satellite systems, can be an integral
part of disaster management activities in many Asian countries.
We can expect that capabilities and demands for space technologies in Asian countries
will increase. However, utilization of satellite technology is still evolving,
and in order to operate and apply space technology in disaster management in
Asian countries, we should discuss a streamlined procedure and utilization framework.
This workshop will be an opportunity to discuss the long-term partnerships that
will apply and promote the use of space technology for disaster monitoring in
Asian countries.

Abstract
|
Large-scale disasters
such as a massive earthquake suddenly hit people.� In
many cases, people will be put in the middle of confusion, being unable
to take right actions.�� Government bodies will not be able to grasp
a full picture of the situation because of difficulty in collecting
information.�� Since they will be unable to take reasonable measures,
emergency efforts will also be thrown into extreme confusion.� At the
same time, there could be danger of second disaster occurrence in case
of large-scale disasters.�
In this symposium, topics such as how information collection should
be done in the event of emergency, how this collected information should
effectively be
utilized, the effective contents and methods of information dissemination to
the victims, etc., will be discussed from the viewpoint of �what is the information
that decreases damage?� and �what kind of function can information serve in case
of emergency?�� Building on the experience of the Great Hanshin-Awaji Earthquake,
it will also examine if the lessons learned from the Great Hanshin-Awaji Earthquake
were utilized for Niigata Chuetsu Earthquake and flood damage caused by Typhoon
Tokage.

Abstract
|
Japan Bank for
International Cooperation (JBIC) is conducting high-quality cooperation
for the
developing countries� anti-disaster measures through
Yen (ODA) Loan and shares a half of Japan�s ODA for disaster reduction
in terms of amount.� In addition to the support for the infrastructure
project, JBIC also promoted knowledge assistance by making good use
of the experience and knowledge of Japanese municipalities. For instance,
on the occasion of devastating earthquake of Turkey in 1999, JBIC assisted
the reinforcement of the disaster management system in partnership
with Hyogo Prefecture, Japan, which had experienced the Great Hanshin
Earthquake.� In this symposium, JBIC presents some ODA Projects which
made good use of domestic knowhow of disaster with the participation
of Japanese and recipient countries� municipalities and experts as
the panelists.
