What is
the consultation about?
The purpose of the
online consultation is to craft a statement conveying the
relevance of the Hyogo Framework for Action adopted at the
World Conference on Disaster Reduction for Parties to the
United Nations Framework Convention on Climate Change (UNFCCC)
and Kyoto Protocol.
The statement will
provide the basis for an intervention by the ISDR secretariat
to be delivered under agenda item 11(b) ‘Cooperation
with relevant international organizations’ of the Subsidiary
Body for Scientific and Technical Advice (SBSTA) at its twenty-third
session. This session is held in conjunction with COP 11.
Participants are also reminded that COP 11 is held in conjunction
with the first meeting of the Parties to the Kyoto Protocol
(COP/MOP 1).
Why make a statement?
The World Conference
on Disaster Reduction (WCDR) specifically recognized the
importance of the linkage between climate change adaptation
and disaster risk reduction, both in the Inter-Governmental
segment as well as the thematic discussions, through a session
organized by the Vulnerability and Adaptation Resource Group
(VARG).
The statement should
maintain the momentum built up at the tenth session of the
Conference of the Parties (COP10) and the WCDR, as well as
remind Parties of the relevance of disaster reduction. It
should specifically identify opportunities for linkages between
the work carried out under the Convention and the measures
put in place by Governments and partners to support the implementation
of the Hyogo Framework for Action.

session of the Inter-Agency Task Force for Disaster Reduction

Participants invited
to the discussion include members of the IATF/DR Working
Group on Climate Change and Disaster Risk Reduction, VARG
members and a number of selected governmental experts.
