This document addresses vulnerability to natural disasters leading to complex emergencies in megacities, metropolitan regions, and small and medium-sized cities in developed or developing nations.
It presents the recommendations of the Technical Committee C, organized by the United Nations Centre for Regional Development, considering agenda item 10 (c) entitled "Effects of disasters on modern societies" on 24 May at the World Conference on Natural Disaster Reduction, Yokohama, Japan, 23-27 May 1994.
