At the 2013 International Humanitarian Studies Conference on "Human Security: Humanitarian Perspectives and Responses" OCHA Policy will be hosting or co-hosting two panels: Applying a risk management approach to humanitarian crises This panel will explore how risk management concepts can be applied to humanitarian crises. Risk management is the identification, assessment, and prioritisation of risks followed by action to avoid, mitigate or transfer their adverse effects. Papers could cover topics including:

  • Risk analysis, mapping and monitoring in humanitarian settings

  • Early warning and early action

  • Strategic and joint planning for managing risk and increasing resilience

  • Innovative programming that address risk, for example through risk transfer or sharing

  • Scaling up funding and adapting funding mechanisms for reducing and managing risk

Virtual protection: Data security and privacy in humanitarian contexts - Co-hosted with the Peace Research Institute Oslo (PRIO) This panel will explore how humanitarian are balancing protection of sensitive information with the need to collect and share potentially sensitive information, as well as the impact of new technologies. Papers could cover topics including:

  • Practical and ethical challenges around data privacy or protection in humanitarian contexts

  • Legal issues around open data and information sharing

  • “Cyberwarfare” techniques and their implications for humanitarian work

  • Practical approaches to data security and privacy in needs assessment, monitoring or evaluation

  • Protection and use of data in cash transfer programs

  • Implications of new technologies

Early Bird (before 1 September 2013): £215 for IHSA members, £235 for non-members; Standard registration: £280 for IHSA members, £300 for non-members
