National Platform Focal Point: Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM)
Date of creation: 2003

EMERCOM was set up by decree of the President of the Russian Federation on 10 January 1994. In fact, the Ministry came into existence on 27 December 1990 when the Russian Rescue Corps was established. Its task was to ensure prompt and effective actions when emergencies arise. In 1995, two federal laws were enforced “On Protection of Population and Territories from Natural and Man-Made Emergencies” and “On Emergency and Rescue Services and Status of Rescuers”. They laid down the foundation of the government policy and administrative and legal norms in the realm of population protection, on the one hand, and rescuers, on the other hand.
In accordance with UN General Assembly Resolutions and recommendations on the expediency to continue the policy of the International Decade for Natural Disaster Risk Reduction the Russian Federation has developed several measures on realization of International Strategy for Disaster Risk Reduction.
These measures have resulted in the creation of the National Platform for Disaster Risk Reduction of the Russian Federation, which now consists of several governmental agencies and NGO.

The core of the Platform is the Ministry of Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia).

Another important element of the Platform is the Governmental Commission on Prevention and Elimination of Emergencies and for Ensuring of Fire Safety. The Commission was created in 2003 in accordance with a Decree of the Russian Government. The Commission coordinating body for joint activities of the executive bodies and other common state policy in emergency management and technological characters. The Commission works closely in interaction with the responsible federal executive bodies, local emergency management organizations and NGOs, as well as with respective international and intergovernmental organizations.
The Chairman of the Commission is the Minister of Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia).

• Surveillance on Consumer Rights Protection and Human Wellbeing
• National Guard of the Russian Federation
• State Corporation
• - Roscosmos

The Commission meets as necessary but at least, every three months.
The Public Council, under EMERCOM was established in 2006. The Public Councilis a permanent advisory body of public control under EMERCOM of Rusisa. The Public Council consists of 31 members, who are well-known public figures and represents the interests of various social groups .
The Council has four commissions:
• Commission on the public expertise of drafts of federal laws;
• Commission on implementation of legal and social protection of active and retired personnel of EMERCOM of Russia;
• Commission on cooperation with other public and religious associations;
• Commission on law and order.
