Result of Service

Professional consultancy services for 3 pilot projects in South America (Bolivia, Paraguay and Peru) for the development of a roadmap with guidelines to support the formulation and/or revision of national disaster risk reduction plans and the selection of indicators for progress monitoring aligned with the Sendai Framework for Disaster Risk Reduction 2015-2030.

Expected results

The final roadmap with clear guidance surrounding the process for defining the formulation and/or review of the National DRR Plan in Bolivia, Paraguay and Peru as well as the selection of national monitoring indicators, both aligned with the Sendai Framework. Both the roadmaps with guidance and the selection of monitoring indicators are to be validated by the national DRM systems of each of the three pilot countries (VIDECI in Bolivia, SEN in Paraguay and PCM in Peru).

Products to be submitted

  • Work plan developed in coordination with personnel of UNISDR and the national DRM systems in Bolivia, Paraguay and Peru, outlining respective steps to be taken, expected results and key stakeholders and actors.
  • Final report of each of the three national consultation workshops along with the respective annexes (participants’ lists with contact details, organizational process, as well as presentations and information materials).
  • Three roadmap documents with clear guidelines surrounding the process for formulating and/or reviewing each of the three National DRM Plans along with the selection of national progress monitoring indicators for Bolivia, Paraguay and Peru respectively.
  • Final report on the process, activities and products for each of the three pilot countries that will serve as the final report of this consultancy.

Duties and Responsibilities

Overall purpose of the consultancy

In close coordination with / under the leadership of the respective national disaster risk management systems in the three pilot countries (Bolivia, Paraguay and Peru) as well as with UNISDR’s Regional Office for the Americas, the selected candidate will be responsible for developing a roadmap with clear guidelines to support the formulation and/or revision of each of the three National DRM / DRR Plans aligned with the Sendai Framework and in particular its four priorities for action in terms of understanding disaster risk, strengthening disaster risk governance, investing in disaster risk reduction for resilience and enhancing disaster preparedness for effective response and to “Build Back Better”, including the selection of indicators for the national progress monitoring system.

Responsibilities

Within the limits of the delegated authority, the consultant will be responsible for supporting the process of carrying out the pilot projects for implementing the Sendai Framework at the national level in Bolivia, Paraguay and Peru.

This consultancy will be carried out in direct coordination with and under the leadership of the national DRM systems of each of the three countries (with VIDECI in Bolivia, SEN in Paraguay and PCM in Peru) and under the overall supervision of UNISDR through its Regional Office for the Americas.

Qualifications/special skills

Competency: The United Nations Core Competencies include:

  • Teamwork: Good interpersonal skills, ability to work collaboratively with colleagues from different national and cultural backgrounds to achieve organizational goals.

Academic Qualifications

Advanced university degree in social sciences, geography, disaster risk management, development or other related areas.

Experience

  • A minimum of 7 years of professional experience in themes related to disaster risk reduction and management, climate change and/or sustainable development.
  • Demonstrated experience of active participation in the development of disaster risk reduction strategies, plans, policies and processes at the national and/or regional level in Latin America.
  • In-depth understanding of governmental coordination mechanisms, DRR platforms, tools and processes related to DRR.
  • Proven working experience analyzing and synthesizing information as well as in the formulation of strategies, programmes or other types of related documents and publications involving the active participation of multidisciplinary teams.
  • Comprehensive knowledge surrounding disaster risk reduction processes as well as key institutions and actors in the region of Latin America and the Caribbean.
  • Availability and ability to travel in the region.
  • At least 3 years of professional experience in organizing and facilitating national workshops and consultation processes.
  • Excellent writing and analytical skills.

Language requirements: excellent Spanish (writing, speaking and reading), English desirable.

Passport up-to-date and any necessary permits for travel in the countries mentioned here.
