Annual Report

The 2015 Annual Report is both a report on 2015 and the final report of the 2014-15 Biennium Work Programme

It provides an update on UNISDR's five programmes: International Cooperation to Reduce Disaster Risk; Risk Informed Public Policy and Investment; Urban Risk Reduction and Resilience; Risk Sensitive Business Investment; and Climate Resilience and Disaster Risk Reduction.

Funding of the United Nations Office for Disaster Risk Reduction

UNISDR received US$ 58.78 million for the 2014-15 biennium: US$ 37.67 million in 2014 and US$ 21.11 in 2015, representing 84% of the original 2014-15 Biennium Work Programme requirement of US$ 70 million. The biennium requirement was increased in November 2014 to US$ 80 million in light of the additional responsibilities expected to stem from the World Conference on Disaster Risk Reduction.

Un-earmarked funding of over US$ 1 million each from Finland, Japan, the Netherlands, Sweden and Switzerland was critical to effective programme delivery in the 2014-15 biennium. A total of US$ 9.25 million of un-earmarked funding was received in 2015. The proportion of earmarked funding and un-earmarked funding in 2015 was 56% and 44% respectively. Un-earmarked funding, contributed directly to the delivery of the UNISDR 2014-15 Biennium Work Programme and is reported against through UNISDR’s Annual Report. The thirty results indicators of the 2014-15 Biennium Work Programme clearly outline how the Work Programme 2014-2015 contributed to the achievement of the Strategic Objectives set out in the Strategic Framework 2012-2015 (see Annex I of the 2015 Annual Report).

In the past 10 years, voluntary contributions to the Office more than quadrupled, and the number of donors grew to 31 in the 2014-15 biennium. Against a backdrop of global economic crisis and shrinking aid budgets, that increase is indicative of the importance of the work of the Office. In order to secure more predictability, stability and timeliness in funding, 35 multi-year agreements were implemented during the biennium 2014-2015. Work has also continued to secure increases in un-earmarked funding, where possible on a multi-year basis. Following the adoption of the Sendai Framework and the need to kick-start its implementation, efforts to raise the required funds in voluntary contributions continue.

Among all UN Member States and observers, political and financial support for disaster risk reduction initiatives is raised through the ISDR Support Group. This process ensures that information is shared between UNISDR and all UN Member States in the field of disaster risk reduction. The Support Group for the International Strategy for Disaster Reduction was established in 2005 to follow-up on the process of the World Conference on Disaster Reduction held in Kobe.
