Among all UN Member States and observers, political and financial support for disaster risk reduction initiatives is raised through the ISDR Support Group. This process ensures that information is shared between UNISDR and all UN Member States in the field of disaster risk reduction. The Support Group for the International Strategy for Disaster Reduction was established in 2005 to follow-up on the process of the World Conference on Disaster Reduction held in Kobe.

Recognizing the inadequacy of funding available for disaster risk reduction, the UN General Assembly encouraged the international community to provide adequate voluntary financial contributions to the United Nations Trust Fund for Disaster Reduction, to ensure adequate support for follow-up activities to the Hyogo Framework for Action and to assist disaster-prone developing countries to set up national strategies for disaster risk reduction (GA resolution 60/195).

UNISDR is funded entirely from voluntary contributions.

The United Nations Trust Fund for Disaster Reduction was set up in 2000 to finance the United Nations International Strategy for Disaster Reduction through voluntary contributions. The United Nations Under-Secretary-General for Humanitarian Affairs (USG) and the Special Representative of the Secretary-General for Disaster Risk Reduction provides overall guidance for the use of the Trust Fund. This guidance is based on priorities set by the General Assembly, and the outcomes of the Global Platform for Disaster Risk Reduction.
