Preparing Metro Manila toward urban resiliency: Prospects and retrospect

This paper discusses on the disaster risk reduction and contingency plans in Metro Manila, simulation drills and community participation, and the challenges in disaster preparedness planning in the Philippines.

The document presents the following policy recommendations to address disaster risk management concerns:

  • upscaling disaster risk reduction measures to cope and adapt to the continued increase in frequency and intensity of hydro-meteorological events occurring in the country;
  • integrating disaster risk reduction and climate change adaptation initiatives in development planning;
  • developing scenarios suitable to local contexts through climate change modelling;
  • conducting research to better understand vulnerabilities and possible adaptation measures;
  • integrating psychosocial in preparedness planning;
  • establishing end-to-end early warning systems;
  • seeking innovative funding mechanisms.

This document is an input paper of the 2015 Global Assessment Report on Disaster Risk Reduction.
