This document highlights the role of the environment as an important issue in the Hyogo Framework for Action (HFA). However, it is true that the environmental dimension has been overlooked to a certain extent and has not received adequate attention and practical guidance in the field of disaster risk management.
The publication proceeds with some recommendations regarding the integration of the issue of the environment in HFA 2:
- Environment should be made a cross cutting issue in HFA 2.
- Bridging policy and institutional gaps and improved multi-sectoral coordination.
- Strategic environmental assessments and environmental impact assessment can operate as vehicles to hardwire Disaster Risk Reduction (DRR).
- Linkages between DRR and Climate Change Adaptation should be strengthened.
- Scientific knowledge on the role of ecosystems in DRR should be advanced.
