Workshop to develop the EAC DRR policy paper in Arusha, Tanzania

A team of experts comprising Disaster Risk Reduction (DRR) and legal experts met in Arusha, Tanzania in the last week of January 2015 to develop the East African Communtiy (EAC) DRR policy paper. The Draft EAC Disaster Risk Reduction and Management Bill 2013, whose development has been supported by UNISDR, aims to provide a regional legal framework for timely intervention and assistance for people affected by disasters resulting from natural hazards and to protect the natural environment through comprehensive disaster risk reduction and management practices in the East African Community.

The Draft EAC Disaster Risk Reduction and Management (DRRM) Bill was formulated in accordance with Article 59 (1) of the EAC Treaty.The EAC DRRM Bill was initiated and introduced to the East African Legislative Assembly as a Private Member’s Bill sponsored by Hon. Patricia Hajabakiga.

The team of experts managed to comprehensively revise 18 of the 33 clauses in the Bill. The participation of UNISDR in the workshop helped to put DRR definitions and principles in the right perspective. The experts were enthusiastic about their participation in the upcoming World Conference on Disaster Risk Reduction, to be held in Sendai, Japan from 14-18 March 2015, which would chart the way forward for DRR campaigns in their respective member states.
