The holding of the extraordinary session of Congress was the decision of Sixteenth World Meteorological Congress (2011). The agenda of Cg-Ext. (2012) will contain decisions on the implementation plan and governance model for the Global Framework for Climate Services (GFCS) according to Regulation 137 of WMO General Regulations (2011 edition).
