Institutional Structure / National Platform Description

History:

Responding to its commitment to the various tasks outlined in HFA, Egypt has strengthened and developed its national institutions and policies to meet these tasks. The National Committee for Crisis Management and Disaster Risk Reduction (NCCMDRR) was established in April 2006. The NCCMDRR, a multi sectoral arrangement for disaster risk reduction and crisis management is functioning as the “National Platform”, having several mandates corresponding to the goals and priorities of actions outlined in the HFA 2005. Because DRR is a cross-cutting and complex issue, the NCCMDRR is a multi-stakeholder mechanism that provides coordination, develops a culture of prevention and DRR, and facilitates the integration of Disaster Management and Risk Reduction into national policies, planning and programmes.

Further to the establishment and functioning of the NCCMDRR, some sectoral plans and policies relevant to disaster management and risk reduction have recently been developed. Currently, a “National Strategy on Crisis Management and DRR” is in the process of preparation. This strategy will incorporate a well-designed and mutually-reinforcing set of plans by the government to reduce the risk of disasters, including revision of existing legislation and resources allocation.

Based on experience and lessons learned since April 2006, A new Prime Minister Decree No. 1537 (dated 27th May) establishing a National Committee for Crisis Management and Disaster Risk Reduction. The following articles and items in the Prime Minster Decree identify clearly that the committee acts as the Egyptian National Platform for Disaster Risk Reduction:
1. Article no. I - Preamble: "A National Committee for Crises/ Disasters Management and Disaster Risk Reduction shall be formed within the Egyptian Council of Ministers and shall comprise the following dignitaries".
2. Article no. III – Preamble: "The committee shall put the national institutional framework into action in a compatible manner with the requirements of the International Strategy for Disaster Risk Reduction".
3. Article III – Item no. 12: "Assuming the roles and responsibilities of the National Platform for Disaster Risk Reduction set out in the United Nations International Strategy for Disaster Reduction and the priorities of Hyogo Framework for Action".
Mission and Objectives:
The aim of NCCMDRR is to integrate DRR into decision making process in public policies. Objectives are as follows:
1. To propose and develop national policies and frameworks of crises and disasters management and disaster risk reduction.
2. To Strengthen the technical and scientific capacity to develop and apply methodologies, studies and models to assess vulnerabilities to and the impact of geological, weather, water and climate-related hazards on it.
3. To enhance the use and provide advanced technology to strengthen crises/disasters management and disaster risk reduction.
4. To promote and enhance cooperation among scientific communities and experts in the field of crises/disasters management and disaster risk reduction.
5. To promote a national programme for providing easily understandable information on disaster risks and protection options, to all citizens.

Structure/ Membership:
-Chairman of the Egyptian Cabinet Information and Decision Support Center.
-Head of Armed Forces Crises Center.
-Representatives of ministries, governorates and other entities' experts and specialist in areas of relevance to Crises/Disasters Management. Representatives shall be designated by chairpersons of such bodies and names of the same shall be notified to the committee.
-Representatives of the following authorities and bodies:
1. General Intelligence Service.
2. Suez Canal Authority.
3. Central Agency for Public Mobilization and Statistics.
4. The National Center for Planning State Land Uses.
-Head of the Advisory Committee for Crises/Disasters Management and Disaster Risk Reduction.
-Representatives for Civil Society, the Egyptian Red Crescent and representative of the Private Sector.

Chairmanship:
-Chairman of the Egyptian Cabinet Information and Decision Support Center shall assume head position of the Committee during both the pre- and post- disaster/ crisis stages.
-During the crisis, the minister concerned shall chair the Committee based on the type of the disaster/ crisis.
-The Committee shall, on regular basis and upon invitation of the Committee's chairperson, be called for convention.
Roles and Responsibilities/ Activities:
The committee shall put the national institutional framework into action in a compatible manner with the requirements of the International Strategy for Disaster Risk Reduction, namely:
1. Formulating national policies and frameworks concerned with crises/disasters management and disaster risk reduction at the national level.
2. Developing mechanisms for the integration of risk reduction associated with existing climate variability and future climate change in the programmes and plans for the reduction of disaster risk and adaptation to climate change; and ensuring that the management of risks associated with the natural disasters, are included in these programmes and plans.
3. Preparing plans and programmes aiming at building the capacity of governorates/ localities toward enhancing their self capacities to respond to disasters.
4. Issuing the executive procedures related to each phases of crises/disasters management (Pre, during and post the crisis/ disaster).
5. Following up on the development of monitoring and early warning mechanisms in the field of crises/disasters management and disaster risk reduction.
6. Developing a national program aimed at organizing societal and cultural awareness campaigns in the field of crises/disasters management and disaster risk reduction.
7. Revising plans and programs of the competent ministries, governorates, and agencies responsible for preparing resilient plans and response to crises/disasters management and disaster risk reduction.
8. Providing assistance and advice to the competent ministries, governorates and agencies in drafting their preparedness and response plans for crises/disasters management and disaster risk reduction.
9. Developing the general framework of the national plan for training on crises/disasters management and disaster risk reduction.
10. Reviewing and assessing training plans of different ministries and governorates on crises/ disasters management and disaster risk reduction.
11. Building an integrated national database related to crises/disasters management and disaster risk reduction.
12. Assuming the roles and responsibilities of the National Platform for Disaster Risk Reduction set out in the United Nations International Strategy for Disaster Reduction and the priorities of Hyogo Framework for Action.
13. Developing the relations with the international and regional agencies and organizations concerned with crises/disasters management and disaster risk reduction, and rescue activities. When necessary, consider accession/ endorsing/ ratification of international or regional conventions related to crises management and disaster risk reduction.

Advisory Committee for Crises/ Disasters Management and DRR:

According to the Prime Minister Decree (1537/2009), an Advisory Committee for Crises/ Disasters Management and DRR has been constituted. It is headed by the chairman of Crises/ Disasters Management and DRR Sector at IDSC. The Committee comprises a group of prominent technical and scientific experts and professionals specialized in multidisciplinary fields relevant to disasters/ crises Management and DRR. The Committee shall be constituted by virtue of a decree by the chairman of the NCCMDRR and shall be reformed every three years.

Technical Secretariat:

The Crisis/ Disaster Management and DRR Sector at IDSC acts as the technical secretariat for:
-The National Committee for Crises/ Disasters Management and Disaster Risk Reduction.
-The Advisory Committee for Crises/ Disasters Management and Disaster Risk Reduction.
