  • Disaster Risk Reduction Activities

  • Campinas has demonstrated practice and innovation to be increasingly resilient to disasters and may be "role model" for other cities. Here are some actions taken by the municipality.
    The Municipal System of Civil Protection and Defense - SIMPDEC was subordinated directly to the Mayor's Office, facilitating the integration of the various sectors of the Municipal Government of Campinas with the wider community in disaster reduction actions.
    Campinas has a Municipal Law No. 9310, establishing the "Civil Defense Program" in Municipal teaching schools. Studies are being conducted to the application of the Manual of Inter-Agency Network for Education in Emergencies - INEE, of Minimum Standards for Education.
    The Thematic Assembly of Campinas Metropolitan Region - CT RMC was created in 2010. It is composed of 19 municipalities, coordinated by the city of Campinas with monthly meetings. The CT RMC became reference, being an example for other regions of the state of São Paulo.
    Campinas was the first city in the state of São Paulo to establish a plan for coping effects of drought. The “Operation Drought" was set up in 1991 and later in 2011 was created the Metropolitan Plan of Operation Drought, and in 2013 it was deployed statewide.
    The Civil Defense Department has an updated annually database of flood risk areas, flooding, landslide and erosion cataloged by the Technological Research Institute - IPT. Studies for the implementation of ISO 31000 for Risk Management began this April.
    Preventive inspections are conducted by Civil Defense to check for any dangerous nature activities, like floods, forest fires and for the security of the surrounding areas of the Viracopos International Airport.
    Regional simulated situations and scenarios presenting risks are performed every year with the participation of several municipalities. Educational campaigns with the distribution of printed material to the community are done. 34,000 families have been made aware of the dangers of the period of heavy rains, December 2012 to March 2013 and its occurrences.


    We conduct free courses with vacancies available for the municipalities in the region of Campinas with the following themes: Civil Defense Agent Training Course- CFA, Civil Defense Managers Training Course, Game of Disasters Course and Community Protection Course, which is intended to Civil Defense Corps and the wider community.
    The Integrated Monitoring center of Campinas - CIMCAMP works 24 hours along with a number of public agencies. Campinas was the first in the region to integrate public departments in actions of prevention, rescue and public safety. The CIMCamp monitoring system cameras support the work of public safety, health, traffic and transport, inspection of public land and civil defense.
    Campinas has TerraMA2 System, developed in partnership with the National Institute for Space Research - INPE, which provides services to search for current data using the internet and its incorporation into the database alert system; services for creating and notification alert for users of the system in operation. The TerraMA2 is complemented by SIADEC-Warning System of Civil Defense, developed by Computer Associates IMA Municipalities.
    The Disaster Management Center of Campinas - CGD works together with the Integrated Management Emergency Center for of the State of São Paulo sending climatological bulletins and meteorological warning to 90 towns in the region of Campinas.
    In April this year, Campinas should conclude a cooperation agreement with the National Centre for and Alerts and Monitoring Natural Disaster (Cemaden / Ministry of Science and Technology) to raise the city to a new level on the ability to anticipate natural disasters caused by extreme weather.
    Campinas has a strategy in Housing Policy that removes and serves families living in risky or disaster situation areas through the program Minha Casa Minha Vida.
    Campinas created the Municipal Integrated Management Plan for Humanitarian Assistance in Disaster Situations - GETAH, in January 2013. This plan is serving as a model for the city of Itatiba / SP and it is aligned with minimal indicators established by the Humanitarian Charter and Minimum Standards in Disaster Response.
    Campinas developed the Donare - Humanitarian Actions Management System which replaced SUMA - Humanitarian Supplies Management System (Humanitarian Supply Management), developed by FUNDESUMA.
    The Code Project and Execution of Works and Buildings in Campinas establishes guidelines and administrative procedures to be complied with in licensing, inspection, design, execution and maintenance of works and buildings.



    In the area of infrastructure, Campinas has a plan of action for the next 10 years for works of micro and macro drainage, and actions of preventive and corrective maintenance decreasing the risk areas around 60%.
    We note that the Civil Defense Department has developed a support structure for municipalities interested in joining the Resilient Cities Campaign. So far, 21 cities have requested this support namely: Itatiba, Valinhos, Indaiatuba, Bragança Paulista, Mogi Mirim,Campo Limpo Paulista, Cajamar,Artur Nogueira e Santa Bárbara D´Oeste These cities are already developing joint actions with the city of Campinas.
