  • Biography

  • Before his appointment as Minister of Planning and Local Government in April 2012, Amadou Abiboulaye Dieye was former Mayor of Saint Louis, Senegal. Located on an island in Senegal’s delta region, Saint Louis faces upheaval from flood devastation when swollen rivers empty into the mouth of the Senegal River. Two thirds of the city’s 250,000 residents are prone to floods. The most at-risk areas are occupied by the city’s lowest income groups. In those places, only 30 per cent of households have a regular solid waste collection and less than 10 percent have sewer connections. Combined with a lack of clean water and inadequate drainage, flood brings illness and disease. With global sea levels predicted to rise and more intense rains expected due to climate change, these problems could get worse. While still a mayor, Mr. Dieye saw the interaction between climate change and quality of life in Saint Louis left no choice but to create awareness both in Senegal and worldwide to prevent this from happening. He began as a strong advocate for more climate change adaptation funding for Saint-Louis; now occupying a national government position, is expected to draw attention to cities as a whole.
