Mayors from around the world declare commitment to making cities resilient to climate change

Mayors from 22 cities in 19 countries gathered in Bonn, Germany to launch the Mayors Adaptation Forum - the first annual platform of the World Mayors Council on Climate Change to help local leaders with advocacy and local adaptation practices. The Bonn Declaration of the Mayors Adaptation Forum commits to the implementation and monitoring of the Making Cities Resilient campaign, and urges the international climate community to recognize the increased leadership of local governments in climate change mitigation and adaptation.

A “Forum on Disaster Risk Reduction” will be hosted by DEVNET in collaboration with UNISDR, UN-Habitat and ICLEI in the context of the Shanghai Expo 2010 "Better City, Better Life." The forum will be held at the Everbright Convention & Exhibition Center in Shanghai from 28-30 July 2010.

Haiti must emerge safer says Special Representative for Disaster Risk Reduction

It has been six months since a 7.0 earthquake hit Haiti, causing major damage to the capital, Port-au-Prince, and surrounding areas. “Reconstruction will take years but Haiti must emerge safer,” says Margareta Wahlström, Special Representative of the UN Secretary-General for Disaster Risk Reduction. “After the tsunami six years ago, people have not yet fully recovered. Rebuilding involving all key national actors takes time and is a necessary step to make Haiti truly sustainable.”

Independent assessment on disaster risk reduction in Dominican Republic by UNISDR and partners

The Dominican Republic became the first country to receive a progress report from the United Nations and partners on its efforts to implement the Hyogo Framework for Action, receiving recommendations to strengthen building codes and incorporate “vulnerability reduction” targets in projects funded by both the public and private sector. Margareta Wahlström, the Secretary-General’s Special Representative for Disaster Risk Reduction, presented the report at an event at the Presidential Palace in Santo Domingo.

Three more mayors join resilient cities campaign from Philippines

Three mayors from the Philippines joined 60 other mayors from around the world who have pledged to meet some or all of the "Ten Essentials" that will make their cities more resilient. A ceremony was held as part of a workshop on strengthening climate resilience, organized by Plan International, the Institute of Development Studies and Christian Aid, from 22 to 23 July 2010 in Bangkok, Thailand.

In Shanghai, Port-au-Prince Mayor urges local governments to develop “a culture of security”

“Local governments need to develop a culture of security and have access to the means to respond to a catastrophe,” stressed Haiti’s Mayor of Port-au-Prince to other mayors gathered at a forum on disaster risk reduction in Shanghai, which concluded today. His key message to other mayors, based on the experience of Port-au-Prince after January’s devastating earthquake was, “Be ready.” At the same forum, five new mayors joined the Making Cities Resilient campaign, and Governor Joey Salceda of Albay Province, Philippines, was named Champion.

European Forum for Disaster Risk Reduction holds session at IDRC Davos 2010

The European Forum for Disaster Risk Reduction (DRR) organized a special event on European National Platforms in collaboration with UNISDR Europe, the Council of Europe European and Mediterranean Major Hazards Agreement (EUR-OPA), the European Commission and UNESCO. The goal was to discuss experiences from European National Platforms (NPs). These need to be built on national and local conditions, cultures, and structures, should reflect the needs of their constituencies and can serve as laboratories of ideas to promote innovation for DRR initiatives. The event introduced the newly established European Forum for Disaster Risk Reduction, which brings together National Platforms, Hyogo Framework for Action Focal Points and regional organizations to jointly reduce vulnerabilities in Europe.

Haitians have a right to minimum standards of safety

Months before the damaging quake of 12 January hit Port-au-Prince and neighbouring cities, human rights lawyer William O'Neill -- one-time senior advisor on human rights in the UN Mission in Kosovo, former chief of the UN Human Rights Field Operation in Rwanda, and who once led the legal department of the UN/OAS Mission in Haiti -- had urged international donors to empower Haitians to demand that elected officials “stop squabbling and start focusing on protecting their constituents’ lives.” > View full story

Indonesia strengthens bid to make schools and hospitals safer

Over 13,000 schools and hospitals have joined the “One Million Safe Schools and Hospitals Campaign” since its national launch in Indonesia on July 29, quadrupling in the space of one week from 3,156 schools to 13,500. The number of hospitals that joined rose from 105 to 133. With the support of the local communication and information authority in Ciwidey, West Java Province, organizers set up computers where participants made online pledges.

Training toolkit and "factsheet" piloted in Kenya to strengthen disaster management

On 25 to 26 August, the UNISDR Regional Office for Africa is holding a pilot workshop on “Training of Trainers” in the Rift Valley Province to test a toolkit to “train trainers” in disaster risk reduction. “The outcome of this training will create a super highway for spreading hazard and disaster risk reduction information to local communities, thereby increasing their knowledgebase and consequently their resilience to natural disasters,” said Pedro Basabe, Head of the UNISDR Regional Office for Africa. UN supports Mexico City's efforts to train 10,000 public servants to confront disasters

Mexico City, a high-risk mega city, expects to train 10,000 civil servants on their responsibilities and options to consistently help reduce risks facing their city. The training is sponsored locally and supported by the UNISDR regional office and the Capacity Development for Disaster Reduction Initiative (CADRI) of the UN. Mayor Marcelo Ebrard, known for his commitment to disaster risk reduction and improving the city's resilience to climate change, made an opening statement where he stressed the importance of training decision makers and technical staff from all the City dependencies and departments, especially those that have a multiplying effect on decisions and plans. >Click for links to news coverage

Country teams in West and North Africa to consider integrating disaster risk reduction in development frameworks

The United Nations Development Programme (UNDP), United Nations Environment Programme (UNEP), the ISDR secretariat at the United Nations (ISDR secretariat), and the United Nations System Staff College (UNSSC) convened a joint a workshop in Dakar, Senegal, where over 40 participants from 16 countries in West and North Africa discussed how disaster risk reduction could be integrated into the joint UN development programming framework of their respective countries.

Resilient cities campaign reaches 100 cities with City of Nis

The City of Nis, Serbia, became the one-hundredth city to join the 2010-11 World Disaster Reduction Campaign “Making Cities Resilient – My City is Getting Ready!” at the city’s “Strategy for Safety Promotion” event on 30 September, a highly publicized event attended by over 40 Serbian cities. Nis joined the campaign along with 17 others.

Parliamentarians urged to take action on disaster reduction

The Inter-Parliamentary Union passed a resolution, which calls on their governments to provide adequate and accessible resources to support the UN in developing a parliamentary programme on disaster risk reduction that focuses on mitigation, prevention and preparedness and UN agencies involved in providing disaster assistance. UNISDR, the UN’s agency for disaster risk reduction, is calling on international lawmakers to take action on disaster risk reduction as a means to achieve the Millennium Development Goals and adapt to climate change.

2010 International Day for Disaster Reduction

This year's theme: My City is Getting Ready!

To mark the International Day for Disaster Reduction, the UNISDR secretariat is calling on its partners to play a more active role to protect cities against disasters. Many cities have been disrupted this year by disasters: earthquakes in Haiti, Chile and New Zealand; floods and heavy rainfalls in Pakistan, Eastern Europe, Mozambique and other parts of Africa; forest fires in Russia; and volcanic eruptions in Indonesia and Iceland. All have caused huge human suffering and economic damage. Cities have never been so at risk.
