Africa's infrastructure is under pressure from increasing disasters but the infrastructure deficit is an opportunity for the continent to take a global lead on sustainable development and to leap-frog environmentally unfriendly technologies, said Mrs. Rhoda Peace, the Africa Union Commissioner for rural economy and agriculture, at a seminar marking the 11th African Day for the Environment hosted by the Tunisian government.

The AUC in collaboration with the UNISDR organized the Fourth Africa Regional Platform on DRR, that took place in Arusha Tanzania from 13 to 15 February alongside the 5th Africa drought Adaptation Forum that ran from 11-12 February 2013.
Over 250 participants from 45 African countries and partners gathered in Arusha, United Republic of Tanzania, 13-15 February 2013 for the 4th Africa Regional Platform for Disaster Risk Reduction (DRR). Stakeholders from governments, intergovernmental regional organizations, bilateral and multilateral donors, United Nations, academic and technical institutions, the International Red Cross and Red Crescent Movement and Non-Government Organizations were joined by mayors and local governments, community leaders, parliamentarians, youth, media and the private sector – all sharing a common commitment to build the resilience of African communities and nations to disaster risk and adapt to a changing climate.

This report includes the extended Programme of Action for the implementation of the Africa Regional Strategy for disaster risk reduction (2006-2015) and the recommendations of the second African Ministerial Declaration on disaster risk reduction held in Nairobi, Kenya, 14-16 April 2010.
Disasters in sub-Saharan Africa are increasing in frequency, severity and impacts. On average, almost two disasters of significant proportions are recorded every week in the region since 2000. Few of these ever hit the global headlines but they silently erode the capacities of Africans to survive or prosper. Water, weather and climate hazards dominate the disaster profile of Sub-Saharan Africa, affecting, on average, around 12.5 million people per year.
The Regional Office for Africa engages in the following tasks and activities to support international efforts for disaster risk reduction (DRR) and HFA implementation.
UNISDR Africa maintains and strengthens partnerships in the region and collaborates with partners including regional and sub-regional intergovernmental organizations.The African Union Commission (AUC) is UNISDR's main partner in reducing disaster risks in Africa. UNISDR Africa supports the AUC to build durable institutional and regional capacities for the implementation of the Africa Regional DRR Strategy and its Programme of Action.
