Successful
risk reduction involves a complex set of issues from political
commitment to community actions, from technical know-how to development
policies. The proposed framework, to be discussed under topic 2,
seeks to identify and build a common understanding of the key elements
of effective disaster risk reduction. In dealing with this topic,
comments made last week in relation to the nature, function and
audience of the framework should be kept in mind. Comments on the
limitations of such an organizing tool are also to be considered.
In responding to the questions, we encourage participants to also
reflect on each others' contributions.
Participants are reminded that the last days of the online conference
will allow us to come back to the issues around future steps
to improve and operationalize the framework.
